Affordability and relationality

Despite the professed break from apartheid, a dual logic continues to reproduce segregated city structure in Windhoek, Namibia’s capital. On one hand, formal regulation of access urban land, housing, and basic services privileges property ownership ratepaying. other for informal residents, is provisional incremental, depends on cultivating relations with peers authorities. However, latter also contributes moral imagination that challenges entitlement based market participation.
